The Housing Act 1988 and subsequent legislation establish that a tenant is not responsible for the natural deterioration of a property that results from normal, everyday use. Carpets get slightly worn in doorways and high-traffic areas. Colours fade a touch over time. These are expected consequences of someone actually living in the property, and a landlord cannot charge you for them.
However – and this is the bit that catches people out – damage that goes beyond fair wear and tear is a different matter entirely:
- Large, visible stains from spills that weren’t cleaned up (wine, coffee, curry, food)
- Pet urine stains and persistent odour damage
- Burn marks from cigarettes, hair straighteners, or dropped irons
- Significant discolouration from neglect or lack of basic maintenance
- Heavy soiling that clearly exceeds what’s “normal” for the length of tenancy
If your carpet shows any of these, the landlord has legitimate grounds to make a deduction. And should the dispute reach a Tenancy Deposit Scheme (TDS) adjudicator, they’ll compare the check-in inventory against the check-out condition and rule accordingly.

A few things to watch for:
- “Professional cleaning” clause: Some contracts state explicitly that carpets must be professionally cleaned before returning keys. This is enforceable provided the carpets were professionally cleaned when you moved in – check your inventory.
- “Return in the same condition” clause: More common and more ambiguous. It means the carpets should be in a similar state to when you moved in, allowing for fair wear and tear.
- Check-in inventory details: This document is crucial. If it notes “carpets professionally cleaned” at the start of your tenancy, the expectation is they’ll be professionally cleaned when you leave. If it says “carpets in fair condition with some wear,” the threshold is lower.
Worth noting: the Tenant Fees Act 2019 means landlords cannot charge tenants directly for cleaning services. But they can make deductions from your deposit if the property isn’t returned in an acceptable condition – and that’s where disputes happen.
Even if your contract says nothing about carpet cleaning whatsoever? Getting them done professionally is still worth it. It removes all ambiguity and costs far less than fighting a deposit dispute.

When to Book: Timing Matters More Than You’d Think
This is where people trip up, and it costs them.
Don’t clean too early. If you get the carpets done two weeks before moving out and then spend those fourteen days hauling furniture, walking back and forth with boxes, and living in the flat, you’re going to mark the carpets all over again. Your landlord inspects on check-out day, not two weeks prior.
The ideal timing is one to two days before your check-out date. This gives carpets time to dry fully but doesn’t leave a window for re-soiling. Moving on Saturday? Book your clean for Thursday or Friday.
And please, book early. End-of-month is when most tenancies expire, and my diary fills up fast around those dates. You know your moving date weeks in advance. What Happens During an End-of-Tenancy Carpet Clean

- Full inspection of every carpeted area – bedrooms, lounge, hallway, stairs, landing. I’m identifying stains, pet damage, areas of heavy soiling, anything requiring targeted treatment.

Can my landlord legally force me to pay for carpet cleaning?
Not directly. Under the Tenant Fees Act 2019, landlords cannot charge tenants separately for cleaning. How soon before check-out should I book the clean?
Aim for one to two days before your check-out or inspection date. Carpets dry within four to six hours, so booking the day before your inspection is ideal. Secure your date at least a week ahead, particularly at month-end when demand peaks.
What about stains that can’t be removed at all?
Some damage – burns, bleach marks, deeply set dye transfers – can’t be fully reversed because the carpet fibre itself is permanently altered. I’ll always be upfront about what’s realistic. That said, having a professional cleaning receipt still demonstrates reasonable effort, which works strongly in your favour if the dispute reaches adjudication.
